If you make changes from the backend and end up waiting sometimes even up to minutes for the page to refresh, the most probable reason is that this is a cache issue.
So how can this be solved? The easiest solution is to do the following:
Cache Settings >in Global Configuration > to No and disable a plugin called ( System - Cache)
This will most probably solve the problem. But if not, also check with your web space provider to see if it could be something caused by them.
